Can I start on pay-as-you-go and move to a monthly plan later, or the other way?

Either direction, from Settings → Plan & billing. The screen quotes what you will pay or be credited before anything happens, and you choose whether it takes effect immediately or at your next renewal. Nothing moves you between plans by surprise.
