Can the same person sign in on more than one device?

Yes. People belong to the restaurant, not to a machine, so anybody with a PIN can sign in on any device you have paired. The lock after wrong tries follows the person rather than the device, which is what stops a stranger locking your counter by typing rubbish into a tablet on the way past.
