Does a discount at the counter need a manager?

Yes. A cashier can open the discount screen and see exactly what it would do, and cannot apply it. A manager picks their own name and types their own four numbers, and the discount is recorded against them with a reason. A discount nobody can explain later is how a counter loses money slowly, which is why the reason is not optional.
