Does a gift card sale count as an order?

Yes. A gift card on your ordering page is a menu item, so buying one makes an ordinary order that shows on your board and in your numbers like any other. At the counter it is an ordinary sale. What it does not do is add to the cash your staff count later, because a sale paid with a card is money that came in on a different day.
