Does the counter know when a dish has run out?

Yes. A counted dish comes down as it sells at the counter exactly as it does on your ordering page, and it greys out on the selling screen the moment it reaches zero, so nobody sells what the kitchen has not got. See the docs tab POS and the counter for the rest of the selling screen.
