I am not in the UAE. Do I still pay UAE VAT on my subscription?

No. Restaurants billed outside the UAE are invoiced at zero VAT, and the rate is written onto each document when it is issued rather than worked out fresh each time it is opened — so a document already issued keeps the rate it was issued with, even if anything about your account changes later. UAE restaurants pay the usual five percent on top.
