Is it possible to change prices in bulk without rebuilding the whole menu?

Not with Add mode — that gives duplicates at the new price. Use "Replace menu" with your full corrected sheet; that is the intended way to do a price round. Note a cheaper price arriving via import is a NEW item, not a price cut, so price-drop messages deliberately do not fire from it.
