My prize wheel is handing out the big prize far too often. What did I do wrong?

The Chance fields are relative weights, not percentages — 1/1/1 means a third each. The page prints the REAL odds computed by the same function the draw uses. Raise the losing slot's weight rather than lowering the prize, and remember weight 0 can never be drawn.
