What are the coloured bars at the top of my dashboard?

Things that need you now: orders waiting to be confirmed, orders out for delivery, items with no stock, messages that failed in the last 24 hours — each a link to the page that resolves it. Nothing to do? The whole strip vanishes rather than showing zeros.
