What does Fill to par do?

It writes the order for you. Open the Fill to par line on the New purchase order panel and every ingredient below par is listed with the quantity needed and its last known cost, ready for you to edit. Nothing is ordered until you press Create the order. If more than twenty ingredients are short, the first twenty become lines and you add the rest by hand.
