Who on my team can set up a house account?

Owners and managers only, all the way through: setting one up, recording a payment and closing it. Gift cards are more open. Anybody who can reach the screen can issue a card, top one up and add store credit, but cancelling a card and taking credit back are owner and manager only, because both take money away from somebody who was promised it.
