Why did nobody get told about my price change?

Price drops announce when you EDIT a price on the menu page. A bulk Excel import replaces the menu rather than editing prices, so nothing announces — correct behaviour, not a fault. Drops also wait out a dwell period, need a minimum percentage, and go only to people who actually ordered that dish.
