Why did the cash drawer not open on the waiter's phone?

On purpose. A drawer opens where it is, in front of whoever is accountable for it. If a waiter's phone popped the drawer at the counter, it would sit open in an empty room with nobody watching it. Only a POS machine opens the drawer attached to it. The waiter takes the cash and hands it in, and the hand in is recorded.
