Do I have to place every table on the plan?

No. Any area where at least one table has been placed is drawn as a room, and tables in that area with no position sit in a plain grid underneath it. A table can never vanish from the floor by being forgotten. An area you never draw keeps the plain grid on every device, which is perfectly usable if your room is simple.
