Does a guest pay a delivery fee when they order at the table?

No. A table order has no address step and no delivery fee. Whether your minimum order applies at the table is your choice, under Settings → Ordering in the Dine-in section, along with which payment methods a table may use. Untick both methods and table orders keep offering both, because a table order has to be payable somehow.
