What does the middle SMS setting 'only if WhatsApp fails' actually do?

It sends a text only when the WhatsApp message could not be delivered — the customer's number is not on WhatsApp, or your WhatsApp link had dropped at that moment. Nothing is sent when WhatsApp worked, so nobody is told twice. It is the setting most restaurants want, because it fixes the failure without doubling everybody's messages.
